I get this same sound on all 5 Citations that I fly. It sounds louder on video than in person

Mark, why would the igniters be on after the start? Is that SOP for a Citation takeoff?

Yep! They all seem to make noise. That's how you know they're working...beside the fact that your engines started.

Erwin, Most manufacturers require the igniters be selected on anytime there is an increased chance of a flame out (turbulence or icing as Mark said) or during times when a flameout could be especially exciting, like when low to the ground during TO and Landing!) The good news is that most newer engines have auto ignition so they come on whenever the FADEC thinks it needs ignition.

Sounds like an alarm when slow on final in your videos. Is this something the right seat is hearing also when landing? Most likely what you are hearing is the gear horn. It activates when power is retarded below a point where the plane thinks the gear should be down. It is obnoxious
