It appears the B1B must have added some throttle to proceed to the runway at just the wrong time for the F16.

The tag says it was Red Flag 2007, but it sure doesn't look like Nellis. Cold Lake for Maple Flag, maybe? There's an Adversary Tactics jet in the taxi lineup that would fit that.

It looks to me be the runway at Eielson. Looks like a 18th Aggressor Squadron "Iceman"
taxiing in background.

So Red Flag Alaska is the probable place of occurence.
