Can the card be used with Jeppesen or Garmin data? I subscribe to Garmin and would like to have a backup card.

It’s true. Previous owner of my Cardinal used jeppeson and has their cards and programmer for the 530W/430W. I switched to garmin and other than buying their programmer didn’t have to do anything at all. No reformatting or magic incantations, it just worked.
