Say the word and they would pour concrete across an entire Estado to do all the launch and lands you want...
Although, Mexico has its own battles with bureaucracy, but at least you can buy out of it in real time..

Assigned and controlled are two different things. So long as he doesn’t N register them he can do whatever he wants in international airspace.
