After a review of the comments received on the NPRM and further analysis, the
FAA determined that some additional airplane models are likely to be affected by the
unsafe condition and should be included in the applicability, while other models are not affected and should be removed from the applicability. Consequently, this SNPRM
revises the applicability and the estimated cost associated with the proposed AD actions.
This SNPRM also clarifies the applicability and some of the proposed actions. In
addition, this supplemental NPRM no longer allows replacement of the wing spar with a
used part. The FAA determined replacement of the wing spar with a part of unknown
operational history would not ensure an acceptable level of safety

Removal of Pa28-140,160,150,180.Pa28-161 from proposed AD

Agreed to alternate spec for eddy current inspection compliance.

Agreed to a alternate time line for the inspections and time for compliance.

Changed the "factored" hours calculation formula for the required compliance

Changed the TIS or "factored" time in-service for compliance with the proposed AD

Allows owner /operator to review the Logs for TIS or factored TIS calculations instead of requiring A&P/IA review
along with above posted items

What is the true cost to replace the spar with FNEW? The FAA’s estimate seems a little optimistic.

Also, what has been the lead time for new Left and Right spars from the new Piper? Do they still want to support these flying antiques/vintage aircraft?

I have always enjoyed an Arrow and there are a few nice ones on the market but not nice at a realistic 25AMU cost to replace spars.

I just sold my pa28-180 last week, which isn’t on the list. Now looking for a 6-300 or saratoga. Interesting that the saratoga isn’t on the list. Different spar I suppose?
