Long story is they weren't selling enough of it and then the pump broke so they abandoned the remaining fuel. Now, they want to refill the tank but have decided that the 6 month old fuel "has taken on water" and must be disposed of. Of course they can't just dump it, it's a city asset and must be auctioned off. Anyways, I think I can get the fuel for 50 cents a gallon. I do not believe the fuel is bad or contaminated in any way; I believe this is simply a CYA thing on the part of the city.
1) How would I test it to make sure it is safe to use?
2) Is this a stupid idea? 1. The only way you can tell is if you take a sample and send it in to a fuel lab for analysis. 2. That depends. If it is bad, or you can't prove it is good, then you've just bought 15,000lbs of hazardous waste, or at best, a tankful of offroad-use industrial turbine fuel. I'm also guessing the city desires that the buyer remove the fuel immediately. Which begs the question, how are you going to do that and where are you going to put it?

I was going to offer 400 of these at a discount....but I suppose that would work too.

2) Is this a stupid idea? I might be comfortable buying the fuel above the standpipe in the tank, but not below, and then I'd have it tested first. The airport will probably assume no liability in the sale. A surplus jet fuel sale might be as valuable as a Hong Kong copy watch.

2) Is this a stupid idea? Why do they think it has taken on water? Six months is nothing. Get a 12 volt pump and a good fuel filter funnel and start burning it. ps You could pass the fuel through two fuel funnels for good measure.

How about a bunch of 275 gallon totes? Cheap and easy way to store fuel. I would 100% be a bidder on the fuel, it is easy to remove the water and any contaminates. https://www.ebay.com/itm/275-gallon-IBC ... SwpINZZEIKSearch craigslist they are for sale all over the country for about $100 each.
