The FAR 91.409(e) doesn't specifically exclude STC'ed turboprops, and a turbine converted 421 is clearly a multiengine turbine airplane, so has the FAA issued an opinion stating 91.409 only applies to airframes that were originally delivered with turbine engines?

The requirement is that twin turboprop must adhere to the manufacturer (or otherwise approved) maintenance program.

The manufacturer obviously doesn't have a program for an airplane that it didn't create. Just strapping PT6s onto a 421 does not make it a 425 and subject to that maintenance program.

For the RTD, rocket handled it via CAI or similar stc riders if I recall correctly.

Yup, engines are engines and airframe is airframe. 100 hrs or 12 mos on the engines, 200 hrs or 12 mos on the airframe for the royal duke.
