Yep, sounds about right.
I've never flown a CAP airplane to MD because of the bureaucracy involving crossing a region border. Only time I ever crossed into another region was when I flew to National for ARCHER training. When I bought my plane, it was a bit of a shock that I could go to MD and DE without asking anyone's permission!
My membership lapsed two years ago and I haven't been too interested in renewing.

That sounds familiar. The headaches are a bit unit specific. MD wing has more lawyers than pilots but no real mission. I switched to ND wing, more flying, less paper pushing.
