It’s a paint protection nothing more nothing less, and it comes off with a simple polish.

Regardless of material, before welding any coatings on both side would be removed so they don't contaminate the puddle.
Haven't had to do much aluminum, but I don't think you'll ever see a welded, 2000 series structure.
