Even if it’s always VMC, they should still have a 30 minute reserve.

And IMC isn’t the only reason you might need an alternate. Unexpected obstructions happen, just ask Neal and Buzz.

FMEA.

All of the fly-over tests aren't going to find every possible condition. You need to test the logic to be confident that it is robust. This was a failure mode that should have been caught in testing. Sad reason to lose the lander after everything else went so well.
