Sounds exactly like the attitude Tesla presented in Germany, by amending their scope several times (e.g. added battery production facility) effectively stalling permit process for GigaBerlin by about a year. Seems to be running in their corpoculture blood.
On the other hand is you ever wrote and app for iOS you'll be amazed by the difference in process (and scrutiny) between initial submission and updates, so there might be a reason behind that behavior.
