If they are like Pratt and Whitney, you have to upload your engine data every month to their portal and that's how they get their data.

Optional, but given how the Williams eco-system works, crazy not to.
Is it optional? The Cirrus rep said the Williams program wasn't available stand-alone, only through the whole-plane package from Cirrus, which cost $400/hour and covers everything -- databases, annuals, AOG, engine overhauls, etc. I don't know if it's actually required but everyone gets it. In any case, I'm sure Williams harvests lots of data from it.

I think that is $400/hour. There is no way $4800/year covers everything.
