I am not sure about that. Let's say you have some strange rattle or smell in your plane and you ask the mechanic to take a look. They open some covers to look for it and find nothing. Do you expect the mechanic to make a logbook entry for it? What would it say? "Removed and reinstalled inspection cover for no reason?"

The reason the work performed is not required (or suppose) to be in there. The work performed requires an endorsement. You are alluding to the use of common sense, which has no impact on technically or legally required documentation of maintenance.

The question is, what constitutes "work". I would argue that "work" means fixing or replacing something. Opening and closing covers without doing anything else is not "work", so it does not need to be logged.

This is the most important point, I recently dealt with this and the shop refused to even pull inspection panels because they claimed they could not do so unless I signed up for a full Phase 1-4 inspection

It was ridiculous, and their attitude towards this ultimately cost them a lot of work, and a customer.

The next time I find myself in this situation, I will go get a screwdriver, go out to the plane, and remove all the inspection panels myself

You need a reason to put a logbook entry in? "CUSTOMER REMOVED PANELS, REQUEST REINSTALL"

Sort of ... they have to give a discrepancy list. Any A&P can then sign it off and return to service. (At least for pistons). Owner does have some leverage assuming he can get the plane someplace to make said repairs.
