See, the Pres made a gaffe with the speed thing. He does that. A lot.
His “ Dr Jill” wife was in Cali recently and finished a speech to a local Hispanic group and finished with “Si se pwodway” which was a laughable and meme-able gaffe on “ Si, se puede”..........a VERY popular rallying cry among the Hispanic community. It means “ Yes we can”.

Hence the tongue-in-cheek comment on optimism.

Uh, no. He quite clearly says "21,000 miles per hour" and said it in the context of flying around the world in one hour (still 3,000 miles short if I remember my dimensions correctly).

All of the "But he meant" in the world still doesn't change the fact that it could possibly be the most ill informed statement that I have heard in a LONG time. Whoever is feeding him stuff to claim needs to take a physics course.

Understood. I didn't mean to imply that we haven't had presidents that are good at math, just that all of them have, some more than others, pulled numbers out of their arse on the fly.

Agree. He clearly said it and clearly meant what he said. The fact that, as you wrote, it was "ill-informed" can not be cleaned up by all the apologists out there. If indeed he did "mean" 2,100mph, that's a pretty low bar on which to spend hundreds of billions of dollars considering that the SR-71 first flew in 1962 and that there are private companies developing passenger planes with that level of performance without "infrastructure spending".

Finally, if it were possible to travel at 21,000 mph and for me to be in Tokyo in an hour or two, or even 2,100 mph and be there in 5 hours (don't forget taxi, takeoff, approach, landing, and taxiing again), it's nowhere near as fast as getting to Tokyo on a Zoom call. The real 21st century "infrastructure" is digital and is being built every day by people we've never heard of.

So, here is a little reality.

NASA is currently building the Low Boom Flight Demonstration X-plane, and the fuselage will be finished this year. The goal of the LBFD mission is to conduct a series of community response test to provide data to ICAO which would support future supersonic overland flight. Currently, the only commercial supersonic flight is oceanic under the exemption that was developed for Concord.

NASA is also looking to the future going even faster, and potentially developing a Mach 5 capable commercial transport.
