Why is this better than, say, a hydrofoil?

Speed, maybe? Seems like a light hydrofoil could reach these kind of speeds.

It will use a lot of fuel (weight) to fly 6000 nm at sea level.

The Russians did this long ago and abandoned the idea after building one of them.

DARPA is funding two WIG programs … IIRC, Boeing is the other.

I’m not sure how much it would cost for the tugboat to pull FRED across the ocean, but it would be cheaper than keeping it flying.

the version that could fly at low level might be much more useful.

FYI they are building floats for the C130 that should be an interesting aircraft.
