Loading cargo on the upper deck would be a PITA and require new equipment around the world.... and almost all of them are cargo now, including the few left on the assembly line...

Unless they significantly increased the GTOW, it would be dead space. The -400's and -8's are already at their GTOW on many takeoffs anyways.
