Good luck. I suppose an alternative might be community hangar through one of the fbos? No personal knowledge of availability. I can’t imagine the pricing isn’t tailored toward the G-V end of the scale though. Depending where he really lives in the area another airport may make a lot more sense. While I don’t want to discourage anyone from respecting their personal minimums, 11,000’ is probably not strictly necessary for a 421. If he lives a little south, consider E16 San Martin. If he lives a bit north and east, consider KHWD Hayward. I would not discount KRHV Reid Hillview, but for a newbie I suppose one could consider it short but it’s not bad length for a twin Cessna - I do hear that the airport as a whole has gone downhill though. And up the peninsula we have many a twin Cessna at KSQL (my home base) or KPAO. I know all the arguments about runway length, but it is do-able with proper technique and risk management. If you want to instill good training thoughts for those eventualities, be sure to emphasize correct speed control on final and not “10 extra never hurts” type of thinking.

Yes, it's true that 3,100 ft is fine if everything goes well and the pilot is on his game. However, on a 68dF day at sea level and a C421C at gross weight, accelerate-go distance is 5,800 ft - and that does not include the 15% safety factor that I recommend.
He lives in Santa Clara so Hayward is a trek. SQL is even shorter than Reid Hillview. The only practical place for him is KSJC but they are not accommodating for GA these days. I guess the big iron brings in a lot more $$$.
