Maybe SpaceX didn't get the grant because their boosters are already fully developped?

That and I've read recently they became very shy at taking government money - apparently the experiences when building Crew Dragon made them very reluctant to take government's money in advance. Now they seem to have adopted 'we'll build it ourselves and sell it to you to use if you want' approach.

Because why not when you’ve got an extremely small number of competitors to go up against? If you really don’t want it, figure out what your costs are and then highball the offer with an extra 10-15%. You win it and you’re making a bunch of money...lose it and you’ve lost nothing that you really wanted.
