I did some reading on this a while back and it appears that it is. I don't think Kyle Franklin's speedster has any structural modifications, it just has a shorter wing.

The trick seems to be that you have to perform the desired aerobatic maneuvers in the phase 3 testing so the DAR can include the language in the plane's operating limitations. Apparently, if you don't do that, your ops limits will include language that aerobatics are prohibited.
