the prosecuting attorney of the plaintiff(s) if anything should happen (accidents do happen right?)

your insurance company will hang you out to dry if you weren't following a law/ordinance

sometimes I wonder how so many fail to understand the implications of liability/negligence

I think you should stop flying immediately. Seriously, I don't think you understand the implications of liability/negligence that flying exposes you to. In fact we should all just hold up in our basements for the rest of our lives hoping no one trips over a garden hose we left out when Amazon comes to deliver our groceries.

It is a shame what we've come to in this country. Ambulance chasing attorneys have us all scared to death to do anything.

SOMEBODY needs to solve that problem.

NO CDL needed, unless you are commercially transporting the fuel.
A $3 sticker from Amazon on the back of the tank.

Transporting any amount of HM that requires placarding is what triggers the requirement for a CDL (you can transport a couple of ounces of some materials in a passenger car, you still need a CDL if it falls in the 'any amount' category in 'table 1').

There are some exemptions for 'farm vehicles' that are used in a farm or nursery operation, but I doubt your avgas trailer would fall under that rule. >119Gal in a single tank is considered 'bulk packaging' and triggers the placard requirement. Rules for diesel are a bit more lenient if it is classified as 'combustible' rather than 'flammable'.

U guys worry too much.
There are guys driving all over the country with transfer tanks bigger than 119 gallons in the back of their pickups. One sitting out in front of my house right now as a matter of fact.
I’d be much more concerned about “salvage” fuel quality than getting a ticket hauling it.

Edit: the one in front of my house isn’t 119 gallons.

Have a local heating oil vendor pick it up and transport it for you

They may have (and many do) and older spare truck you can rent for a few months

PM me if you need help

Transfer tanks are not governed by the HM regs. They are considered part of the vehicle.

No they don't. They may scare some people but most just make practical decisions and move along.
