Hi Rocky- It is possible for an insurance policy to cover a well qualified PIC (school current in type and higher jet time) and an SIC as you noted. The SIC would at a minimum need to meet Part 61 requirements as qualified in the 31 (3 bounces, ground school etc). We have a handful of policies with very similar requirements - the issue is the owner of the aircraft is not likely to get very high limits of liability so there is a trade-off with having a lesser experienced SIC (as noted here) approved on the insurance policy. Also not a lot of underwriting options as most insurers want to see a fairly strong SIC in this class of aircraft. I wouldn't say that arrangement however you mentioned is commonplace but under certain conditions is potentially doable.

We would slow to 250 below 10 and it would seem like you were crawling; shove hard on the throttles and it would plant you in the back of your seat. We’d stop in ABQ going to SMO or LEX going to TEB. It was short legged but fun to fly.

Leaving SD area when they stop our climb in the teens I let it accelerate right to the barber pole, then hint to ATC that I can zoom through FL250 in about 90 seconds.... No joke. Its badass.

0.83M Overspeed is tied into the stick puller.

Maybe we need to start a Lear channel... I know we could play the tone generator test over the intercom to annoy the pax.

This one only has the single AC Evaporator so the AC just sucks. I think there is an option on later models for a second evaporator up front.
Such an easy, delightful plane to fly. Like a Baron but way easier. I need to get some Falcon time... I hear they are even better.
But man the 31a is hard to beat. All mechanical, no hydraulics (Except gear, flaps and brakes and thrust reversers and spoilers I guess lol..). But cable flight controls at least. There is a reason Air Ambulance picks certain planes.

Old 20 Series Learjets, Fuel Critical when you start #2 engine.
Fuel burn on ground at idle is the same as fuel burn at FL410 cruise.
