I have 1957 182A. The owners manual says this about airspeed. What exactly is " certificated true indicated airspeed" ?

In order to correctly parse that phrase, you need to include the word "limits."

"True airspeed limits" seems pretty easy. The airspeeds on the chart are limits expressed in true airspeed.

"Certificated" means that these are the limits that apply to the airworthiness certificate.

"true indicated airspeed" is a relic from CAR 3 (the predecessor of FAR 23, certification standard for small airplanes). That terminology is not used anymore.

From CAR 3, Section 3.46, Speeds (in Definitions Section)
"True indicated" or "calibrated" air speed for performance and operating purposes equal to indicator reading corrected for position and instrument errors.

Essentially, they use to use "true indicated airspeed" for what we now call Calibrated Airspeed (Indicated airspeed, IAS, corrected for position and instrument error).
