The FAA publishes a list of DARs (see attached), but if anyone has an experience-based recommendation on a DAR it would be a big help.

Hello Dan - I'm an American ex-pat, A&P/IA based in Paris. I use DAR services regularly here in Europe for Import & Export reg changes.
Of the DARs based in Europe, 3 are "active" with GA, the others tend to stick to large commercial ships, exclusively.
A stateside based DAR can indeed inspect an aircraft in Europe, he just needs to let his FSDO know before-hand. I know of at least 2 that regularly travel to Europe.
