It looks like a screwdriver. The curved part would rest under your index finger while turning the knurled part with your thumb and middle finger.

Leather working tool is right. When I was about 9, someone gave me a box with a wooden block of punches and patterns and hammers and all kinds of stuff. The box had several of those in it. I never could get it to work. Makes me mad seeing one again.

There was a big Tandy Leather store in El Paso at that time. I made monthly trips there. I still have all my tools which includes 3 of these tools.
