Strange how these things follow her... https://www.bizjournals.com/sanjose/new ... -fine.html(the link describes the fish fraud)

Years from now, when he gets out of prison, I wonder who he will be? I wonder how long it will take him to accept responsibility and then forgive himself. John, You are probably right and I agree with you most all the time and so feel no need to reply but I’m thinking that a guy like this has to see it coming and therefore can’t be suffering too bad. The guy didnt give a sh*t and he was at least smart enough to know better. Maybe I’m wrong, as I’m sure prison is a wake up call, but man, I hit the brakes out of instinct when I see a cop no matter how fast I’m driving! If I get a ticket for speeding, I sure as hell won’t be surprised. Oh, and the reason I’m mad is he cost me a bunch of money inspecting my heater. I’m gullible!

I doubt that he thought this was coming. I'd bet most criminals are quite sure they will get away with whatever they are doing. I occasionally exceed the speed limit because I think I'll get away with it. If I knew I'd get a ticket, I wouldn't do it. In other words Risk vs Reward. Problem is risk is a function of two things 1) probability of capture 2) penalty associated with capture and conviction. Probability of capture is increased when you collude with dumb and dumber. I am betting TRW sucks at math and risk assessment. Surprising for a pilot.

How many ‘unknowing’ restaurant owners are awarded a $120k fine? How many grandstanding deputy DAs are looking to build a political career as a "crusader for consumer rights"? Not that I have any particular knowledge in this case, but it's been known to happen, and businesses will "settle" to avoid more bad publicity.
Yes I am cynical.

Tom, would one be able to inspect/smell the fish before ordering if a restaurant was suspect?

As I understand it this was not an issue of 'bad fish' but rather that fish A (cheap) was advertisted and sold as fish B (expensive). If the restaurant owner is not in on the scam, the chef definitely is.
