There are several low adhesion sealants available for fuel tank access panels and such, I've used PR1428 several times with great results. Attached Doc is something that I found a couple of years ago that helped clarify a lot of sealant questions.

But I've never done anything as frustrating as these fuel tanks!!! My fuel tanks (realy the whole build) is on hold until the summer is over for this reason!

The proximate cause of all of this angst is the inboard rib. There's a lot of stuff that has to go together simultaneously, covered in Proseal. The instructions on the fuel gauge are nonexistent. Ditto the vent and the pickup. I think I have it figured out, but work will keep me away from it for a few days. That'll give me time to do it mentally 100 times. That seems to help.
