It's not the fact that manufacturing in Mexico is a bad idea in itself....it's the preception. Cessna is way behind in their market position with Cirrus, and having one more negative perception to overcome is not going to help them. If they reduce their costs and bring a significant price reduction to their customers, then it has a chance, but it doesn't appear like that's going to happen. Globalization is driven by bringing benefit to the consumer.  Where's the benefit?

The term "3rd world" country is the phrase I imagine being thrown by competition to box Cessna in a corner, rather than my personal opinion of whether a Mexican facility is capable or worthy of the task.
