No, Boca Chica was a bad choice from the beginning and they've been doubling down on wishful thinking ever since. The last message from Elon on the subject was that if approvals didn't materialize then Boca Chica would continue as a R&D site and main production and flight operations would move to the cape. That's already underway.

The Corps of Engineers response only prevents expansion. The FAA can still approve a limited flight schedule with existing infrastructure. If that doesn't happen then there would be a delay of six months to a year in Starship development as they move everything to the cape, but I'm betting that they'll get the FAA's OK for limited operations based on what they've already proposed.
