For anything smaller than CapeAir, I suspect it's cheaper to just bend over to the existing approved program. I was just about to say the same thing... A certificate holder must have an approved maintenance program, you can write your own and shepherd it through the process, by which time you'll wish you had bought the belts  BTW- you could probably put the AMSafe airbag belts in for a similar cost. But they have recurring mx too (inflators and sensor system)

No, you have to do what your FSDO tells you to. That's usually comply with main manual. Are you sure your FSDO will even play ball - last I heard there was a moratorium on new 135 certs.

I think the moratorium is over, we got our 135 cert 12 months ago.

Most STC do not apply to the newer 182's

Too many lawsuits in this country is part of the reason those seat belts are 4000 dollars in the first place. Far too litigious society. If you want to put the 182 on a 135 certificate, be prepared to pay the price. This first shock should be a sign to stop and reflect about what you are about to embark on.

Meggitt used to be a forerunner in glass panel tech. Now they are lackey for Cessna. I doubt they will sell direct customer.
