Grass strip is a problem.

Short runway is more important than grass.

That suggests straight wing, long wing, higher bypass fan, high power to weight ratio, light weight.

I think the models with JT-15 engines are what makes acquisition low. Citation 550 would check most of the boxes.

Yea I don't think one exists. CJ3 but that's a lot of money. Phenom 300 but again lots of dough. Even the stallion variants are over a million.

It is not noisier, in fact slightly less noisier than a king air, both about 82 decibels. Much quieter in the cabin. It is very hard to out noise any Garrett with a PT6
It has enough landing gear for off pavement, barely.
At gross, take off roll and landing roll are about 2800' I would presume down several hundred pounds you can shorten that.
Price though is 1.5 million and up. But your fuel cost would be half of most jets. 350-375 Kts is a good cruise range.
I did say maybe, the grass field is not going to happen with a currently available 6 seat jet.

The Piaggio has a peculiar piercing noise signature that has it banned at some airports.

Yep it is weird in that aspect. The composite props are supposed to cure that shriek.
But technically it is well below the FAA max.

Sounds like you want a PC-24. Just a few pennies and months away from your wish list.
If you can put up with the prop, one engine and higher acquisition cost, why not go for a PC-12? Operational cost will be substantially lower and it is one of the few planes you can operate safely out of short unimproved fields and still have decent cruise speeds

Yeah, but then he wouldn't be looking for something else
Personally I think 350-400 kts, low operational cost for any acquisition will be challenging-short field or not

We had a nose wheel spin up kit on our CE 550, but that was for gravel strips, not grass. I'm not sure a CE 550 would work on the grass.

Any references for this? I thought the 1990 federal law prevented any local ordinances actually have any teeth. I know SMO still has them on the books and tries to enforce it, a lot seem to end up in court.

That sounds CE550 to me, all day long. Short isn't as much of a problem if you're light. We operated at max gross out of a 5500 ft strip 1k elevation, ISA+ 15 in the summer and it wasn't scary. Lighter, lower and cooler and you'd have no problems in 3k. Wouldn't be 135 legal, but you could do it 91.

They make the speed and range requirements though and are easy to fly SP.

There are many airports with noise restrictions and fines. I was flying a straight pipe G-II when TEB banned pre-stage 2. We flew in there to test their fortitude. They surrounded the airplane and told us we could not open the door. They would provide fuel to get to EWR if needed. Naples, Orange Co., SMO, ASE, TEB are a few off the top of my head.

Before or after 1990?
