I have always been of the opinion that many asian cultures place the responsibility for QC on the buyer vs. the producer. That plus the complete lack of a tort system to help incentivize quality makes it ripe for corruption.
You could ask a Chinese company to produce something like lawn darts (remember those) and they would do it without question or fear of reprisal.
No Chinese airplane test piloting for me either.
