It seems like the only logical situation. Why constrain the mission with admin fuel consumption.

I still marvel every time I examine an SR-71 at what a POS it appears to be.
In some places it looks like a corrugated tin high-school project.

Mach 2.6 max until 65,000 lbs of fuel and a working LN2 system. Mach 3.2 is the top of the chart but there is a note that allows Mach 3.3 with approval.
