If you are running scheduled operations of 10 or more, you have to be 121 certificated. Unscheduled you can run 135 up to either 19 or 30 passengers I think.
Thats the hurdle, you can run 9 passengers in a Caravan on scheduled airline service all day as Part 135. That means you can operate single pilot, or have a co-pilot that only has to have a commercial ticket. Once you hit 10 seats, for scheduled pax service, you now are in the 121 world, and have to have an ATP rated co-pilot.
