They don't like smaller amounts because (that's what I'm told) majority of tankers don't have meters. They are only designed to dump the load. But rarely any airport here can get entire 8000, many don't even have tanks that big (e.g. our tank is only 2000 gal). The solution - get on their list, and they will co-deliver a load to multiple local airports on the same day. We put ourselves on the list when we are down to about 500gal and usually within 2-3 weeks we get a delivery. In those cases what I've observed is that they either have tanker with smaller compartments (various combinations of 1000 and 2000 gals, or they send one with metering equipment and actually measure the delivery. We've never been charged anything extra for the partial delivery (but we also never took dedicated partial truck load), and as far as I can tell we also didn't get any special price increase for that, at least not vs. single 8000 gal "retail" load.
