I think all of the TDi's available in the US were Quattros. It is a great engine, although I am not enjoying feeding two of them at $6 a gallon these days.

One of the dash photos shows 15.9 mpg. Is that really right?

Yep, great all around drivers cars, very sporty for its size and weight. Pleasant, well thought out interior and nicely driver focused. Loved mine, still miss it a little. Whoever buys it will be very pleased.
