Troubleshooting inoperative wastegate 58p after top overhaul. Had previous intermittent nonfunction if plane sat for a period, would have to exercise throttle and run up several times. Turbo spins freely with no leaks, have drained and flushed oil lines.

What is happening such that you know it's the wastegate?
